More often than not, persons with disabilities (PWDs) find themselves invisible within society — their challenges overlooked and their voices unheard. Despite their significant presence, they frequently encounter barriers to inclusion, ranging from physical obstacles to societal stigma and discrimination. This invisibility can lead to a lack of support and recognition, leaving PWDs marginalized and vulnerable. In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), efforts are being made to change this narrative, particularly through the Kalinga para sa may Kapansanan Program, the first of its kind in the country.
As the nation commemorated National Disability Rights Week (NDRW) from July 17 to 23, 2024, the Bangsamoro Government reaffirmed its commitment to empowering the PWDs through a variety of programs and services that cater to their diverse needs. This year’s theme, “Promoting Inclusion: Celebrating Abilities and Advocating Access” highlighted the need to strengthen the framework of support and accessibility, ensuring that PWDs are fully integrated into every aspect of society without barriers or discrimination.
Kalinga para sa may Kapansanan Program
The Kalinga para sa May Kapansanan Program, spearheaded by the Bangsamoro Government through the Ministry of Social Services and Development (MSSD), provides a monthly stipend of P500 to qualified indigent and vulnerable PWDs in the region. This financial aid, though modest, plays a crucial role in augmenting the basic needs of PWDs. Since its inception, the program has seen significant growth in the number of beneficiaries, from 29,737 in 2020 to 44,412 in 2024. As of writing, the BARMM remains the only region in the country to implement a regular financial assistance program for indigent PWDs.

Due to limited funds, the beneficiaries of this program undergo careful screening based on core factors such as their functional disability, the severity of their disability, their economic status, current living conditions, and other special protection needs they may have.
Additionally, qualified beneficiaries of this program may also avail themselves of educational and livelihood assistance programs offered by the ministries and offices within BARMM.
Provision of Assistive Devices and Referrals
Beyond monetary support, the Bangsamoro Government’s MSSD, also addresses the physical needs of PWDs. Through a rigorous assessment process, qualifying individuals receive assistive devices such as crutches, canes, and wheelchairs. These tools help break down physical barriers, enabling PWDs to navigate daily life more easily and support their livelihoods. This year, MSSD aims to distribute a total of 1,757 assistive devices to target PWD beneficiaries across the region.

In addition to providing assistive devices, medical needs of PWDs are referred to line agencies to facilitate their rehabilitation and ensure comprehensive care. Through referrals, beneficiaries are brought to specialists who provide medical services, including consultations and interventions such as surgery. This collaborative approach ensures that PWDs have access to a full spectrum of health services, enabling them to achieve better health outcomes and improve their overall quality of life.
Livelihood and Educational Assistance
To help the PWDs maximize their skills and abilities, the Bangsamoro Government also prioritizes them in various livelihood and educational assistance programs of its ministries and offices.
Kasanodin Kudarat, a 23-year-old PWD entrepreneur from Kapatagan, Lanao del Sur proudly shared that he was able to sustain the chili powder business he started with the P15,000 business capital from the Sustainable Livelihood Progam (SLP) in 2020.
“Natuto akong gumawa ng chili powder dahil sa aking lolo. Gusto ko ring magkaroon ng kabuhayan at kumita kaya ibinili ko ng mga sili at isang grinding machine ang natanggap kong livelihood assistance. Doon nagsimula ang aking munting kabuhayan.”

Kasanodin’s success story is a testament that initiatives like SLP foster self-reliance and empowerment among PWDs. This holistic approach ensures that PWDs are not only beneficiaries of aid but also active participants in their personal and economic development.
Highlights of NDRW 2024 in BARMM
“This year’s celebration kicked off with the signing of memorandum of agreement (MOA) between MSSD and Davao Jubilee Foundation Incorporated. Through this MOA, the foundation committed to provide prostheses, orthosis, cerebral palsy medications, and spinal bracing and hearing assessment to target PWDs in the region”, said Jaymar Sali, MSSD’s OIC Focal Person for Older Persons and Persons with Disability Welfare Program.

Following the MOA signing, MSSD also launched the Basic Filipino Sign Language Training for the regional government’s front desk officers. The main goal of the training is to equip the government employees with essential skills in communication and interaction with deaf and hard-of-hearing individuals.
MSSD’s provincial and municipal offices also organized their own respective activities, attended by PWD beneficiaries.
Moving Forward
As of now, the Bangsamoro Government’s draft bill of the Magna Carta for Persons with Disabilities in the region is still undergoing rigorous consultations. The bill aims to establish comprehensive rights and protections for PWDs in the Bangsamoro region. While the bill is still under review, the aforementioned programs and services will continue to be enhanced and expanded. These initiatives not only aim to provide immediate support but also to pave the way for a more inclusive and equitable society.
The Bangsamoro Government’s commitment to PWDs through the Kalinga para sa may Kapansanan Program and other initiatives highlights a progressive vision of inclusivity and empowerment. By addressing the immediate needs and promoting long-term development, BARMM is creating a supportive environment where PWDs can lead fulfilling lives and actively participate in their communities.
