COTABATO CITY—Bangsamoro Government is set to revolutionize its administrative landscape through digital transformation, following the turnover of the Human Resource Management System (HRMS) and Guidelines to the Office of the Chief Minister’s (OCM) Human Resource Management Office on Monday, December 11, here.
This groundbreaking HRMS initiative, supported by crucial funding from the European Union’s Support to Bangsamoro Transition Authority (SUBATRA) Program, in partnership with the Information and Communication Office (ICO), represents a transformative leap forward in managing and nurturing our most valuable assets—the human resource.
While its primary goal is to empower employees to oversee their own records, this initiative aims to improve efficiency, enhance data accuracy and accessibility, elevate the employee experience, make strategic decisions through analytics, and ensure adherence to best practices and compliance.
Citing the essence of HRMS, Senior Minister Abunawas Maslamama considered it as a pioneering step in the commitment to technological advancements that uphold ethical governance and foster excellence which could lead to generate globally competitive and dedicated professionals in the region.
Senior Minister Maslamama said HRMS stands a testament to BARMM’s commitment to efficiency in managing crucial human resource processes, from employee profile management to recruitment, leaves, performance evaluation, learning and development, and announcements designed to elevate the workforce management capabilities, especially considering that OCM handles different offices.
“As employees of the OCM, we hold the highest post in the BARMM region, and it is our collective responsibility to set the standard of ministries, offices, and agencies,” he said.
With high optimism to help the burden of paper workload in the huge office of OCM, Assistant Senior Minister Abdullah Cusain stated, “Our plan documents should not stay in the bookshelves or in our files. Our employees deserve to know our plans and, of course, this HRMS is very important.”
On the other hand, Chief of the Human Resource Management Division of Administrative Management Services (HRMD-AMS), Lady Hanifah Mindalano-Alonto, emphasized that this development serves as a testament to commitment to innovation, efficiency, and the well-being of our workforce.
“By embracing digital transformation, we position ourselves at the forefront of contemporary HR practices, fostering an environment that values both the individual and the collective success of our organization,” she said.
Director Narcisa Macog of AMS recognized this milestone in establishing the doorsteps of a new beginning, equipped with a timely tool that will fundamentally transform the traditional way of supervising the workforce.
Macog urged, “Let us utilize this opportunity to promote a culture of advancement, teamwork, and quality.”
Meanwhile, SUBATRA Team Leader and Key Expert Reginald Pastrana emphasized that even after handing over the HRMS, they will continue to engage the developer of the system to undertake the necessary services to assist and guide the HRMD and ICO during its operation.
ICO Chief Yusoph Abdullah promised to continue the management of the system with their programmers to make sure that its security will not be compromised and will not cause any possible threat in the future.
The Digital Infrastructure and E-governance is the 2nd agenda of Chief Minister Ebrahim under his Enhanced 12-Point Priority Agenda of the BARMM which aims to build the needed digitalized government, enhanced data privacy and security, and enhanced e-governance framework across the region.
