COTABATO CITY —Government employees from various BARMM ministries, offices, and agencies were oriented on how to effectively and efficiently use government resources on Monday, Feb. 6.
The Ministry of Finance and Budget and Management (MFBM) led the orientation on Omnibus Guidelines on the Execution of Personnel Services Fund, which aimed to promote, adopt, and implement sound and efficient use of government resources for genuine regional development.
It also aimed to attain economic self-sufficiency in the Bangsamoro by equipping the participants with the technical know-how on the guidelines and general instructions on the release of personnel services funds, as well as the rules and procedures on the Personnel Services Itemization and Plantilla of Personnel (PSIPOP).
MFBM Bangsamoro Budget Office Director Atty. Rahma Sanglitan emphasized the cruciality of communicating and clarifying matters related to the administration of the Bangsamoro Government’s compensation and position classification policies to avoid the injustice of depriving workers of the timely release of their salaries and mishandling funds.
“As champions of Moral Governance and transparency, it is among our top priorities to make sure the sound and efficient utilization of government resources,” she said.
“This entails great responsibility and accountability, especially with the growing Bangsamoro Government manpower as we envision a fully operational bureaucracy,” she added.
Resource speakers from various government agencies and institutions, including the Civil Service Commission (CSC), Bureau of Internal Revenue (BIR), Government Service Insurance System (GSIS), Philippine Health Insurance Corporation (PhilHealth), and Pagtutulungan sa Kinabukasan: Ikaw, Bangko, Industriya at Gobyerno (Pag-IBIG) Fund, also attended Monday’s orientation.
