GENERAL SANTOS CITY — The Development Academy of the Bangsamoro (DAB), through its Center for Research and Policy Development (CRPD) Division, unveiled findings on the Temporary Appointment System (TAS) outlined in Article 305 of the Bangsamoro Civil Service Code.
The two-day policy study rollout, held on Dec. 4-5 at the Grand Summit in this city, assessed the effectiveness and impact of TAS provisions, specifically designed to provide temporary first-level positions to Mujahideen and Mujahidat (former combatants), offering insights and recommendations to improve the system and better address their needs.
Under Article 305, up to 30% of entry-level Plantilla positions in the Bangsamoro Government can be allocated to Mujahideen and Mujahidat regardless of civil service eligibility, provided positions are salary grade 9 or below.
BARMM Chief Minister Ahod Ebrahim underscored the need for an inclusive and equal access to quality services for social justice and human capital development.
“This activity demonstrates the Bangsamoro’s dedication to cultivating an effective workforce while ensuring social justice and human capital development,” he said.
“Let us remember that our greatest asset is our people, and by investing in our human resources, we are investing in the future of the Bangsamoro,” he added.
DAB Officer-In-Charge Executive Director Abdul Khyr Macasayon encouraged the engagements and insights of participants as invaluable in implementing practical and inclusive policies that align with the aspirations of the Bangsamoro people.
“Article 305 is a pillar that guides civil service recruitment, appointments, and promotions in our region,” Macasayon said.
“Our objectives are clear: to enhance comprehension, foster meaningful discussions, and inspire suggestions for improving the effectiveness of Article 305,” he added.
He further stressed that this rollout presented the key findings, recommendations, and actionable steps derived from the data-gathering sessions to address the aspirations of Mujahideen and Mujahidaat.
Key findings indicated that while TAS effectively addresses short-term staffing needs, improvements are needed in communication, career development pathways for temporary staff, and transparency in selection processes.
These findings suggest opportunities to refine the TAS, optimize training initiatives, and strengthen organizational practices to better meet both short-term and long-term needs.
According to Fairodz Taalim, DAB-CRPD Division Chief who presented the result, the study revealed that out of 467 Plantilla positions filled up in the Bangsamoro government only 77 Mujahideen and Mujahidat or 16.49 percent from 30 percent required in Article 305 were given the opportunity to hire in the TAS position.
The study also revealed that the Ministry of Finance, and Budget and Management (MFBM) has recorded the highest ministries that hire the TAS position followed by the Ministry of Indigenous Peoples Affairs (MIPA), Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), Ministry of Health (MOH), and Ministry of Human Settlement and Development (MHSD), respectively.

Qualified members of the Moro Islamic Liberation Front (MILF) or Moro National Liberation Front (MNLF) can avail and apply for the Temporary Appointment System in BARMM under Article 305 of the Bangsamoro Civil Service Code. (Kasan Usop, Jr./BIO)
