DAVAO CITY— The Bangsamoro Government continually intensifies its effort to ensure that the government maintains a pool of high-caliber human capital through provisions of various learning and development interventions.
In a four-day Training of Trainers (TOT) capacity building organized by the Development Academy of the Bangsamoro (DAB) for mandatory onboarding happening today until April 29 in Davao City, DAB Executive Director Hisham Nando stressed that “proper onboarding employees is a critical step” in maintaining a poll of competent employees.
“Onboarding sets the tone for employees’ tenure [and] and helps them understand the ideology, culture, values, and expectations of their new workplace,” Nando said.
Recognizing the fundamental role of human capital in building a bureaucracy, Nando emphasized that the journey toward reform, change, and peace is not a sprint rather it is a marathon citing the Bangsamoro struggles which inspired the creation of the new autonomous government.
“The Bangsamoro struggle does not end with the creation of the Bangsamoro Government. It remains and continues but on a different level,” Nando added.
Meanwhile, DAB Center of Training and Assessment Chief Norhaina Ugokan shared that the onboarding program is bounded by a legal clause stipulated in the Bangsamoro Autonomy Act No 17 or Bangsamoro Civil Service Code.
“Onboarding program is not just an operational requirement but our regional law clearly outlined it,” said Ugokan, citing Article 18 Chapter III of the reference law.
