COTABATO CITY – To ensure efficient governance and delivery of services, all ministries and offices of the Bangsamoro Government are currently undergoing an institutional performance review.
Dubbed as DAPAT or ‘Directives, Accomplishments, and Performance Assessment Tracking’ Meetings, the performance review was established through the Office of the Chief Minister (OCM) Memorandum Order No. 045, series of 2019.
It aims to evaluate the ministries and offices’ physical and financial accomplishments, including their implementation of the Bangsamoro Administrative Code.
This year’s DAPAT Meetings run from March 7-18, with a panel composing of key personnel such as OCM Cabinet Secretary Mohd Asnin Pendatun, Minister of Finance, Budget, and Management (MFBM) Atty. Ubaida Pacasem, Bangsamoro Planning and Development Office (BPDA) Director-General Engr. Mohajirin Ali, and Bangsamoro Attorney-General Sha Elijah Dumama-Alba.
Sitting as one of the panelists on behalf of Minister Pacasem on March 11, MFBM-Bangsamoro Budget Office Director Atty. Rahma Sanglitan explained that the review is necessary to help other ministries and offices to improve areas of concerns.
“We are doing this event to assess their performances for the past fiscal years. We would like to know how they fared physically and financially,” Atty. Sanglitan said.
Sanglitan disclosed that all 39 offices of the Bangsamoro Government, either created through the ratification of the Bangsamoro Organic Law (BOL) or through the Bangsamoro Parliament, shall undergo the said review.
To determine the performance level of the ministries and offices based on their respective mandates and functions, the panel adopted an evaluation protocol.
“BPDA would assess the physical accomplishment based on targets and performance indicators. For the funds allocated to them, MFBM will assess the utilization rate,” Sanglitan further explained.
For Chairperson Atty. Abdul Rashid Kalim of the Bangsamoro Human Rights Commission (BHRC), the review can greatly help them improve their performance.
“DAPAT is a regular event of the Bangsamoro Government. Participating in this event is favorable to us since we can also evaluate our performance on the preceding year,” Kalim said.
He added that the event is also an avenue for other ministries like the MFBM, to remind them on their compliance particularly on budget utilization.
As the event is expected to culminate next week, the panel is looking at commending the ministries and offices that performed well in the implementation of their budgets, parallel to their physical accomplishments. (Abdullah Matucan/BIO)
