COTABATO CITY—Recognizing the vital importance of food security and agricultural productivity, the Bangsamoro Transition Authority (BTA) Parliament has unanimously approved the creation of the Bangsamoro Agriculture and Fisheries Training Institute (BAFTI).
Passed on July 16, 2024, with 45 affirmative votes, the BAFTI Act or Parliament Bill No. 39 that was filed by the Government of the Day aims to transform the region’s agri-fishery sector through advanced technical training and education.
BAFTI will provide advanced technical training and short courses in agriculture and fisheries, focusing on modern trends, marketing, and enterprise. Bangsamoro Speaker Pangalian Balindong emphasized the act’s critical role in ensuring sustainable practices and food sufficiency.
Member of Parliament (MP) Mohammad Yacob highlighted the potential for increased productivity and income through the institute’s programs.
“Investing in agriculture and fisheries will make these sectors profitable and viable business enterprises,” Yacob, who is also the region’s minister of agriculture, said.
An initial fund of P10 million has been approved for BAFTI’s establishment, covering startup costs and early implementation. The institute will lead technical training, formulate regional agriculture and fisheries extension agendas, and prepare integrated plans for publicly-funded programs.
MP Matarul Estino, chair of the Committee on Agriculture, Fisheries, and Agrarian Reform, said, “The BAFTI is a testament to the Bangsamoro government’s understanding and responsiveness to the unique needs of the farmers and fisherfolk in the region.”
“It will pave the way for modern trends in training that are culturally, geographically, and analytically appropriate,” he added.
Training officers will be stationed across the mainland and island provinces, ensuring effective collaboration and service delivery.
BAFTI will also collaborate with educational institutions and public and private organizations to create comprehensive agriculture and fisheries courses.
BAFTI will partner with the Cooperative and Social Enterprise Authority to support the development of the halal industry and standards in training modules, benefiting farmers and fisherfolk cooperatives. (Kasan Usop, Jr./BIO)
