COTABATO CITY—To institutionalize a simplified, streamlined monitoring and evaluation, and reporting of performance information of Bangsamoro ministries and offices, the Ministry of Finance, Budget and Management (MFBM) conducted an orientation on Monday, Jan. 10, about the guidelines of the release of Fiscal Year (F.Y.) 2022 funds.
During the orientation MFBM Director III Atty. Rahma D. Sanglitan, CPA presented the salient features of the F.Y. 2022 Budget Execution Guidelines and considered this year as a unique year for the Bangsamoro Government.
“This is a ‘thank year’ for budget officers and accountants because they will be utilizing three (3) sources of funds from 2020, 2021, and 2022 GAAB funds with certain challenges,” Atty. Sanglitan said.
“However, the cooperation of everyone to MFBM on timely submission of required documents is very important for the proper and effective delivery of our services to the Bangsamoro people,” Atty. Sanglitan added.
MFBM Chief Budget and Management Specialist Datu Hilmie Khan C. Haron said that in the first three years, the Bangsamoro Government reached institutionalized major reforms in the fields of the public sector, finance, and budget management amidst the pandemic.
“This recently signed Fiscal Year 2022 General Appropriation Act of the Bangsamoro (GAAB), as well as the extension of the Fiscal Year 2020 and 2021 funds, are entrusted to us as guardians and financial managers of the public resources,” Chief Haron said.
“It is our sole responsibility to protect the integrity of the Bangsamoro Government upholding the principles of Moral Governance in everything that we do in pursuit of genuine and meaningful autonomy,” Haron added.
Meanwhile, MFBM Deputy Minister Atty. Ubaida C. Pacasem explained that while the Bangsamoro Appropriations Act (BAA) No. 24 extends the validity of the 2020 and 2021 funds, there are limitations.
“BAA Number 24 is an act extending the availability of the General Appropriations Act of the Bangsamoro (2020 and 2021) to December 31, 2022, except personnel services and the other items of MOOE,” Pacasem mentioned.
Bangsamoro Treasurer Naila Z. Dimaraw, CPA emphasized the importance of the activity in promoting transparency, accountability, and Moral Governance.
Monday’s event was attended by BARMM’s different ministries and head of offices, head of finance divisions, accountants, planning officers, and budget officers. (Kasan Usop, Jr. / BIO)
