COTABATO CITY—To further improve the implementation of programs related to gender and development (GAD) in the Bangsamoro region, the Bangsamoro Women Commission (BWC) presented on June 26 the offices with the highest GAD utilization for fiscal year (F.Y.) 2022.
This dedication has yielded commendable results, with a GAD utilization rate of 9.12%.
Based on their data, there are ten (10) ministries and offices with the highest GAD utilization rate in 2022, which include:
* Office of the Chief Minister (OCM)
* Ministry of Science and Technology (MOST)
* Bangsamoro Transition Authority (BTA)
* Ministry of Indigenous Peoples’ Affairs (MIPA)
* Ministry of Health (MOH)
* Bangsamoro Sports Commission (BSC)
* Bangsamoro Attorney General’s Office (BAGO)
* Bangsamoro Planning and Development Authority (BPDA)
* Cooperative and Social Enterprise Authority (CSEA)
* Ministry of Labor and Employment (MOLE)
Among these, the OCM tops the list with a utilization rate of 48.58%, followed by the MOST with 22.19%, the BTA with 12.10%, the MIPA with 11.53%, and the MOH with a GAD utilization rate of 6.90%.
According to BWC Chairperson Bainon Karon, this signifies that the Bangsamoro Government prioritizes implementing programs for women that address their needs.
The conduct of the 2-day midterm assessment of the 2023 GAD Plan and Budget (GPB) is part of the regional government’s efforts to have inclusive programs for women, ensuring they have opportunities to express themselves, particularly as they contribute to building a peaceful community.

“While this is good news for the region, we still need to improve our implementation. Thus, this assessment is conducted to complement and mutually understand each other to improve our implementation and reporting,” Karon said.
She added the program aims to determine if each ministry and office has implemented GAD-related activities based on their total budget. In the Regional Action Plan on Peace, Women, and Security (RAPWPS), the policies must respond to the various needs of women in order to establish concrete and gender-sensitive plans that aim to promote and protect the welfare and rights of every sector in BARMM.
