COTABATO CITY—Eight Bangsamoro Government officials returned from a transformative knowledge-sharing program in Hiroshima, Japan during a short course entitled “Capacity Development Project for Bangsamoro” on June 8, 2024.
This program, under the Knowledge Co-Creation Program (KCCP) – Region Focus of the Japan International Cooperation Agency (JICA), aims to share the experiences and lessons from Hiroshima and provide a comprehensive understanding of the local government administration system.
The course also emphasized the importance of the Human Resource Management System and the Plan-Do-Check-Act (PDCA) cycle in administrative activities.
Dr. Normia Salindal, Chief Administrative Officer of the Development Academy of Bangsamoro (DAB), highlighted the crucial lessons learned from the study tour, which enhanced the management skills of the DAB and other agencies.
“The learnings gained from the program will help in establishing and operating the training institutes for administrative officers and employees, and in promoting capacity development of the human resources at regional level by the DAB and in local government units in BARMM by the Bangsamoro Local Government Academy (BLGA).” Dr. Salindal said.
“The course comprises various learning methods including presentations and discussions with different experts and authorities. The actual site visits were also conducted to exchange views on the continuation of friendly relations between the Hiroshima Prefecture and the Bangsamoro Autonomous Government,” she added.
Dr. Salindal further explained that the site visits provided insights into incorporating residents’ views into policies aimed at community collaboration.
The study tour covered various aspects of effective local governance, including policy assessment methods, the PDCA cycle for planning, and human resource management practices.
They also learned about post-war reconstruction efforts in Hiroshima, emphasizing the roles of local administrations and citizens, and the importance of collaboration between local authorities and communities for initiatives like Town & Gown.
BARMM officials participating in the study tour included Assistant Senior Minister Abdullah Cusain, Director III of Administrative Management Service Narcisa Canda, and Chief-Internal Audit Office Hasmiene Ibrahim from the Office of the Chief Minister. They were joined by Engr. Khalid Dumagay, Director General of CESE, and Mohaima Dimangadap (LGOO VI) from the Ministry of the Interior and Local Government (MILG).
Representatives from the Ministry of Transportation and Communications (MOTC) and the DAB also participated in the tour. These included Lady Hanifah Mindalano-Alonto, Director II of Administrative and Finance Services from MOTC, and DAB’s Executive Director Hisham Nando and Chief of the Finance and Administrative Division Dr. Normia A.
