COTABATO CITY – The Civil Service Commission for Bangsamoro Autonomous Region in Muslim Mindanao (CSC for BARMM) awarded the regional winners for this year’s Search for Outstanding Government Workers thru a virtual awarding rites on Thursday, Sept. 30.
A local chief executive, civil registrar, health officer, and a teacher emerged as the BARMM’s best workers this year, namely:
- Mayor Tiblan C. Ahaja from the Municipal Government of Sitangkai in Tawi-Tawi — CSC Pagasa Awardee (Individual Category);
- Ms. Lanie A. Castañares, Municipal Civil Registrar from Datu Abdullah Sangki, Maguindanao — CSC Pagasa Awardee (Individual Category);
- Dr. Alinader D. Minalang, Provincial Health Officer from IPHO Lanao del Sur —CSC Pagasa Awardee (Individual Category); and
- Mr. Sadat B. Minandang, Master Teacher 1 from Cotabato City — Dangal ng Bayan Awardee.
The annual search is part of the government’s rewards and incentives mechanism under the Honor Awards Program (HAP), which seeks to recognize government officials and employees who have displayed outstanding work performance and have excelled or shown utmost dedication and commitment to public service.
Conferment of the honor awards, being the “highest and most coveted recognition”, aimed to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.
The awarding is also part of the 121st Anniversary of the Philippine Civil Service, wherein the CSC introduced a 10-year overarching theme: “Transforming public service in the next decade, Honing agile and future-ready servant heroes.”
CSC for BARMM Regional Director Lida C. Ayon in her welcome message said, “Today, we shall witness the 2nd virtual Regional Awarding Rites for the HAP to recognize the serving public servant who excel in their respective fields to serve as models of exemplary behavior.”
“These winners from the BARMM region are automatically nominated to the national level search and we are convinced that their performance and achievements are at par to the rest of their fellow nominees from the other regions of the country,” Ayon added.
On behalf of Bangsamoro Chief Minister Ahod Ebrahim, Attorney General Shah Elija B. Dumama-Alba in her solidarity message said: “Nakikiisa ang Bangsamoro Government sa pagdidiriwang ng 121st Anibersaryo ng Serbisyo Sibil at pagkilala sa mga namumukod tanging kawani ng gobyerno na walang sawang naglilingkod sa bayan na higit sa sarili sa kabila ng pandemic.”
“Sa taong ito, kami ay lubos na nagagalak sapagkat mayroong mga nahirang na regional work winners mula sa BARMM. Naway maging katuwang at gabay natin sila sa pagkamit at pagsasakatuparan ng Moral Governance tungo sa kapayapaan at kaunlaran dito sa rehiyon ng Bangamoro,” the Atty. General added.
Meanwhile, CSC Chairperson Alicia De La Rosa-Bala explained that the HAP has three categories, namely: Presidential Lingkod Bayan Award, Outstanding Public Officials and Employees or the Dangal ng Bayan Award, and the CSC Pagasa Award.
The Presidential Lingkod Bayan is conferred to an individual or group for their exceptional or extraordinary contributions that had nationwide impact, while the CSC Pagasa Award is given to an individual or group of individuals for their outstanding contributions that directly benefit more than one department of the government and community.
Lastly, the Dangal ng Bayan Award is conferred to an individual for his/her performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of adherence to Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
