During the oath-taking ceremony, Pres. Marcos stated: “In our discussions, what was important was that we were able to say that we have done our absolute best in making sure that the representation that we find in the transition authority could be as fair as possible.”
This in accordance with the implementation of Comprehensive Agreement on the Bangsamoro (CAB)—the culmination of the 17 years of negotiation between the MILF and Government of the Philippines (GPH), through RA No. 11054 or the Bangsamoro Organic Law (BOL).
“That’s why, I will be here as the head of the national government to support BARMM in any way to get that settled and to make sure that we have an orderly and proper election in 2025, [and] upon electing our new officials that they have a legal framework to work within so that the government can actually function,” he added.
As stated in the Republic Act No. 11593, otherwise known as An Act Resetting the First Regular Elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), “the President may appoint the new interim members of the BTA who shall serve until June 30, 2025 or until their successors shall have been elected and qualified.”
It can be recalled that President Marcos’ predecessor, former President Rodrigo Roa Duterte, appointed the first set of the BTA in February 2019. After three (3) years, Duterte heeded the call to extend the transition period in the region through signing RA 11593.
To ensure the smooth transition process from Duterte administration to Marcos administration, the former President maintained the status quo on the then-composition of BTA by granting the Body’s request (thru Resolution No. 173, dated October 12, 2021) to allow them carry out their mandate “in order to preserve the gains of the peace process under the BTA’s programs, projects, and legislative measures.”
BTA is an executive and legislative body created under the BOL, which is tasked to oversee the transition from 2019 until 2025 elections. (Aisah Abas/Johaira Sahidala/BIO)
