COTABATO CITY—After a series of public consultations and technical preparations, Ministry of Basic, Higher, and Technical Education (MBHTE) Minister Mohagher Iqbal on August 2, approved the Implementing Rules and Regulations (IRR) of the Bangsamoro Education Code.
The harmonized crafting of IRR was finalized with the recommendations and suggestions from MBHTE regional and field officials, including the concerned stakeholders of the Bangsamoro Education Community.
The IRR aims to supplement the provisions of the Bangsamoro Education Code, and provide concrete mechanisms for its effective implementation of “No Bangsamoro child shall be left behind”.
According to MBHTE Information and Communication Division Chief Mobarak Pandi, the IRR enumerates the ministry’s clear functions, responsibilities, and mandates to deliver balanced, inclusive, and accessible education in the BARMM.
“This is very essential for both learners and teachers, also the other stakeholders, considering their duties and responsibilities in the education system in the region,” Pandi said in a phone interview.
“The Ministry’s mission is to provide a quality education through the creation of an education policy that reflects the history and aspirations of the people of Bangsamoro and the implementation of a program,” he added.
To recall, the Bangsamoro Transition Authority (BTA) approved on May 18, 2021, the code that establishes an educational framework that is relevant and responsive to the needs, ideals, and aspirations of the Bangsamoro people.
“Technically, the Bangsamoro Education Code has already been released, but we have just formulated the implementation of rules and regulations so we know what we are going to do in the education system,” Pandi added.
He said MBHTE ensures that all Bangsamoro will be given an opportunity to avail quality education, regardless of their beliefs and aspirations in order to become productive citizens.
“We also dream that we can produce globally competitive leaders and develop empowered citizens through our education programs and policies with the guidance of Moral Governance,” Pandi remarked.
