COTABATO CITY – Service directors and division chiefs of the Office of the Chief Minister (OCM) participated in a three-day Development Plan working group assembly with the European Union (EU) on Dec. 7-10 in Cotabato City.
OCM and EU partnership is through the latter’s Support to Bangsamoro Transition (SUBATRA) program, which aims to improve the structuring, organization, and processes of the OCM being the executive branch of the Bangsamoro Transition Authority (BTA).
BARMM’s Assistant Executive Secretary Abdullah Cusain said, “this SUBATRA project, as one of its components is aimed towards improving governance in the OCM since this office exercises control and supervision over the rest of the Bangsamoro government. We want to improve our competence, capabilities and even work ethics.”
“We have to examine our work processes, maybe some no longer fits and require changes. We have to look at the people, process, and even our workplaces. All of these are aimed towards an evolving Bangsamoro bureaucracy that can really deliver and live up to its mission and vision,” Cusain added.
SUBATRA Core Governance Expert Rommert Folkertsma presented the OCM Development Plan to Cusain, who represented Executive Secretary Abdulraof Macacua, together with the representatives of various offices and units attached to the OCM.
Folkertsma also facilitated trainings on internal procedures on cabinet manuals, risk management, and leadership. Reinforcement topics were also discussed including top management services and coordination at the center of the BARMM government.
